Information for Teachers with Out of State Licenses

Out of State Teachers Who Hold a Valid Comparable Out of State License

1. Individuals applying for an Professional Educator License (PEL) must use ELIS on the Illinois State Board of Education website, www.isbe.net. At the top of the page, click on “System Quick Links” and then “ELIS: Educator Licensure Information System”. In the Educator Access box, click on “Log in to your ELIS account”. On the next page, on the left hand side, click on “Click Here For First Time Access To The ELIS System”. Once you have created an ELIS account, you will click to apply for an Illinois license, endorsement or approval and follow the application wizard to apply for your Illinois license

2. Official, sealed transcripts may be mailed to the ROE at 3358 Big Pine Trail, Champaign, IL 61822, or the university may e-mail transcripts to Jennifer Diercks - jdiercks@roe9.k12.il.us

3. A copy of your valid comparable Out of State License will also need to be updated in your ELIS account. This can be completed by mailing a copy or bringing it in to the ROE at 3358 Big Pine Trail, Champaign, IL 61822. 

If you do not hold a valid, comparable out of state license:

Once you have created an ELIS account, you will click to apply for an Illinois license, endorsement or approval and follow the application wizard to apply for your Illinois license

3. Provide proof of completion of a State Approved Program and completion of coursework addressing methods of teaching exceptional children, reading methods, content area reading, and methods of teaching English learners. This can be done by having your university fill out form 80-02. Forms can be found at https://www.isbe.net/Pages/Licensure-Forms.aspx Your university will send the completed forms directly to ISBE per the instructions on the top of the form.

4. Provide proof of Student Teaching or equivalent experience.
